1) Stop the accidental "pick up a cup by accident and the whole tavern tries to kill you" - Perhaps, if you are not in stealth mode, and you click on something that you don't have a valid ownership to, you get a warning box like "This item doesn't belong to you, are you sure?", or maybe instead, when you click on it, the NPC who owns it says "Hey! Leave that alone!" and you don't actually pick up the item the first time. Then if you want to you can pick it up and face the consequences. Maybe to make things easier, you can only pick up owned items while you are holding down the sneak button? It's annoying for me sometimes having to turn on the console to figure out whether an item is owned or not before i pick it up.
I don't think there's any way I can do that. By the time I can detect you've used the activate key, the cup is already picked up and the crime has been committed.

2) I really like the "NPC hears you if you steal things in another room" idea. Ideally, I think it would be good if there were "zones" in an NPC's shop or house that if you crossed into and were seen, you would get yelled at; so that you can't just walk into someone's shop and then up into their bedroom in plain sight, you would need to sneak up there. However, adding these zones would probably require adding extensive triggers in all the shops, so it might not be worth it.
Yes, that would be the ideal. If there was a way to do it without placing all those triggers, I would.

3) Maybe if you've got a really high wanted level, have something similar to the dark brotherhood assassination attempts, where when you rest, there's a chance of an imperial guard or a bounty hunter attack.
I'm surprised nobody has done this before. But I'm not sure it's something I want to do myself.

4) In general, I think it's too easy to just pay the fine and suddenly everyone (including the people you robbed blind) are your best friends again. The "notoriety" system you mentioned sounds like it will help a lot. Is there perhaps a way to set a "max disposition" on shopkeepers you stole from, so that you can't just Admire them up to 100 again? I feel like if you were going to try and buy from them, they should at least give you bad prices unless you are maybe in disguise, or cast a charm spell on them. Maybe if your notoriety gets bad enough in a certain area, you're required to do some kind of "penance" quest for the local guard/populace, much like when you get kicked out of your guild and try to get back in.
If disposition gets low enough, then they'll say goodbye immediately and you won't have a chance to admire them. Other than that, if you have high enough speechcraft to admire successfully on a consistent basis, I'm not sure there's much that can be done.
Would it be compitable with tlm - The Lightning Mod and/or Lights 300
The link at the top of the page is dead. Can you tell me what this will be about?

I think someone already did that.
